December 2014. A delegation of senior officials in the area of international cooperation visited Hanoi from December 1-5. The Director General of International Cooperation, Lucila Rosso, headed the delegation, which also comprised the Assistant Secretary of the Human Rights Department, Carlos Pisoni, and the President of the Argentine Team of Forensic Anthropology (EAAF), Luis Fondebrider.
The visit was conducted with the aim of defining the terms of cooperation that Argentina paid to Vietnam for the identification of human remains of more than 500,000 war martyrs that remain unidentified. Deputy Minister of Labour, Invalids and Social Affairs, Nguyen Trong Dam, hosted the Argentine officials at which an Action Plan between both countries was signed. The Argentine Ambassador Claudio Gutiérrez took part in the activities.
The document appointed EAAF and the Human Rights Department as the executing parties on the Argentine side while the Bureau of National Devotees –under the Ministry of Labour, Invalids and Social Affairs– will be tasked with the execution on the Vietnamese side. Representatives of agencies involved discussed the practical terms for upcoming cooperation.
