The Argentine Fund for South-South & Triangular Cooperation (FO.AR) is a foreign policy tool under the Ministry of Foreign Affairs and Worship through which Argentina finances technical cooperation projects in other countries, which are conducted basing on schemes of shared costs.
FO.AR does not finance infrastructure projects or purchase of machineries. Instead, it provides the concerned foreign institutions with technical cooperation in areas where Argentina has experience. Upon approval of a cooperation request, FO.AR selects the Argentine experts suitable for each purpose and connects them to their foreign counterparts.
In all cases, the foreign institution seeking cooperation must send a request to the Argentine diplomatic representation concerned. The request is made through a form known as A1 Form.
Over 6,000 technical cooperation requests have been sent to FO.AR throughout the past 20 years, encompassing areas as varied as agriculture, livestock, food security, biotechnology, health, education, administration, governance and human rights.

Argentine cooperation in Vietnam at the moment
Five technical cooperation projects are currently being conducted in Vietnam under FO.AR, which are detailed below:
FO.AR 6169 “Research and development of strategies to tackle foot-and-mouth disease in Vietnam”.
Beginning: 2012
Argentine executing institution: National Board of Animal Health (SENASA)
Vietnamese executing institution: National Institute of Animal Sciences (NIAS) - Ministry of Agriculture and Rural Development (MARD)
Goal: to gather information on the spread of the foot-and-mouth disease within Vietnamese farms and the ability of the authorities to fight this disease; enhance the hygiene of the local production in pursuit of the eradication of the disease.
FO.AR 6246 “Capacity building for the generation of high-yield soybean”.
Beginning: 2014
Argentine executing institution: National Institute of Agricultural Technology (INTA)
Vietnamese executing institution: Institute of Agricultural Genetics (AGI) - Ministry of Agriculture and Rural Development (MARD)
Goal: to increase the production of soybean in Vietnam as well as generate superior varieties of this legume through the implementation of advanced agricultural techniques.

FO.AR 6318 “Research into the implementation of alternative technologies for the post harvest storage of the grains (silo bags).
Beginning: 2014

Vietnamese executing institution: - Vietnamese Institute of Agricultural Engineering and Post Harvest Technology (VIAEP) - Ministry of Agriculture and Rural Development (MARD)
Goal: to conduct a research into the possibility to implement new technologies in the field of agricultural engineering so as to enable a proper post harvest storage of the grains, which in turn would pave the way for a reduction of post harvest losses that Vietnam faces at the moment.
FO.AR 6362 “Cooperation for the cloning of dairy cows”.
Beginning: 2014
Argentine executing institution: Faculty of Agriculture – University of Buenos Aires (UBA)
Vietnamese executing institution: National Institute of Animal Sciences (NIAS) - Ministry of Agriculture and Rural Development (MARD)
Goal: to share knowledge on the techniques to clone animals in order to lay the groundwork for the Vietnamese experts to clone dairy cows of high genetic value.
FO.AR 6114 “Capacity building for the identification of the martyrs fallen during the war against the US”.
Beginning: 2011
Argentine executing institution: Argentine Team of Forensic Anthropology (EAAF)
Vietnamese executing institution: Bureau of National Devotees – Ministry of Labour, Invalids and Social Affairs (MOLISA)
Goal: to build capacities in the field of forensic techniques (forensic anthropology, archeology and genetics) that will be applied for the search and identification of the human remains of over half million martyrs that fell during the war against the US and still remained unidentified.
4. Field work between Argentine INTA experts and their local counterparts in Son La, in September 2014, in the framework of project FO.AR 6318. 5. Laboratory practice between Dr. Daniel Salamone (Buenos Aires University) and local experts at NIAS in Hanoi, in the framework of project FO.AR 6362. 6. Argentine EAAF experts assistance at an exhumation pilot practice at Nghe An, in November 2015, in the framework of project FO.AR 6114.

Goal: to build capacities for the development of molecular markers that will increase resistance of the rice crops.
